Federal and state procurement that touches digital products has to address accessibility. The 2018 Section 508 refresh (36 CFR 1194) requires conformance with WCAG 2.0 Level A and AA, and many state and local solicitations now reference WCAG 2.1 AA or 2.2 AA directly. This checklist helps buyers ask the right questions during procurement — what standards to cite, what evidence to require, what contract language to include — so accessibility is settled before the contract is awarded, not after.
